Coins scotch taped by ebay seller

I am also afraid to email and complain to this seller because a few years ago I had a different ebay account and I left a postive feedback for somebody, and then sent them an email that I wasn't happy that their listing said they would use insured priority mail shipping for a coin, and then getting it in an uninsured envelope with a first class stamp.
