    Depends, or rather varies wildly. :) Tirana, but also Belgrade, Shanghai, Paris/Pessac, Budapest (the Hungarian mint made that cool train coin in 1988), Kremnica ...

    As far as I know, most coins in that Skanderbeg series were produced by Gori & Zucchi (Arezzo, Italy). Not sure though whether other mints were involved as well ...
