Recently I spent some time with the earlier Kenyan coins. The ones between 1966 and 1968 don't have reverse legend. See 5 Cents, KM# 1, for example. https://en.numista.com/catalogue/pieces2636.html I'm curious, are you aware of many contemporary circulating coins without reverse legend?
I have one of these coins, and I do think that it looks odd or out of the ordinary. I cannot think of any other ones like this that I have, at least in the realm of circulating coins.
