We had a discussion about this in the past. I think some people mentioned something about PCGS owning patents for the technology, but not using it to keep the status quo or something (which reminds me of Kodak suppressing their digital camera technology that then backfires on them). The thing is, you'll need a basis for MS-70, which probably needs to be manually graded. But, most non-moderns won't grade MS-70. Maybe it's possible to do a patchwork of coins to artificially create an MS-70, but that's one of the challenges that needs to be overcome with such a tech.
