ANY PCV holder, plastized or not are most certainly NOT safe to store coins of any value. true a common cent might not want to be put in an airtight or toehr expensive alternative, but at that point i would highly suggest a flip made from a safe material. weather or not the coin going into the holder has a hgh value or not, if the person wants to collect it and keep it in his collection, then i am sure he/she woudl certainly hate to see PVC damage on that coin years down the road.
