The submitter can re-submit the coin, pay additional fees, and the TPG will review the coin again. If the TPG thinks they made a mistake the first time, they will re-slab the coin at its new grade and if the new grade is lower the TPG will refund the difference in market value to the submitter. I do not know of even one single case where one of these company's slabs has successfully been opened and the coin inside replaced without it being easily seen that the slab was tampered with.
