Not a coin, just a medallion honoring Guiseppi Garibaldi, a hero of the Italian independence movement that ultimately resulted in ousting of the Napoleonic rulers. The date is Garibaldi's birth year.

The obverse design replicates a common depiction of the monarch on coins of several Italian States prior to the unification of Italy under Victor Emanuele in 1861. The reverse legend dates it to sometime around 1848 or later.
