They do take orders in presale and you can by loose coins or complete sets from them.

The Irish contribution to the €2 Treaty of Rome program will be available as from Monday. Apparently people can then get the coins directly from the Central Bank's Head Office in Dame Street.

Don't know whether the bank's numismatic service will mail raw pieces, but there will also be a blister pack http://www.muenzblog.de/bilder/irland-2-euro-blister-2007.jpg which costs €7 as far as I know. The coin will also be part of the (similarly designed) second annual set ...
