To what extent were commems driven up by the "rare coin investment account" scams, erm, products of the late 80s?

The 1800 half cent has it's feet in the 18th and 19th centuries. The obverse was the "new" Draped Bust design. The half cent was the last of the copper and silver coins to get it. The reverse is a left over die from the 18th century, which had not been used. It was later paired, for a short while with the 1802 over 00 half cent. The "old reverse" 1802 half cent is a rare coin.

Here is an 1800 half cent.

Here is an 1802 over 00 half cent. Notice the difference in the style of the lettering on the reverse.

And here's a 1797 half cent with the old style lettering on the reverse.
