I have wondered if that lowers the prices realized. If he already has a bid of $140 and a second of $200 and he announces that a bid of $210 is needed to beat the current high bid, I would not bother to bid if my limit were $180. So, the second high might remain $140. But he is careful to make the PR only one notch above the second high bid. So, the high bidder gets it at $150 instead of $190. That announcement might lower the PRs.
