No, not if you have the money on hand (bank account or cash) and are sending it their way, not waiting on the money yourself.

That's fine if you can afford it and have the money on hand.

Getting paid is one thing, actually having the money when buying stuff is another. I bet that 40% you get paid in 2-3 days isn't because the buyer is waiting themselves to get paid, some might just wait or they might have bid and haven't logged into eBay to finish their transactions that went through on winning bids they had. You know, some people have jobs and a life outside of eBay and might not be so quick to make payment.
