You might be surprised how inexpensively it can be done. I would imagine that a simple coining operation could be set up for under 10K.

Read Coin Forgery by Larson, you'll find that the press and the dies are not that difficult, as for planchets you can BUY those. Or in the case of these errors the "planchets" are simply pocket change.
