I am not an expert on Cuban coins, though I have collected a few. This coin looks like a high-grade AU or MS coin. Assuming it has not been cleaned, it looks like it is MS.

Cuban coins are traded freely on eBay, which is highly scrutinized by the federal government as (I believe) the largest online auctioneer. If eBay allows something, chances are it is legal. After all, eBay has clamped down on "bath salts" and steroids that are technically still legal.

I understand the embargo has something to do with it, but most of the cuban coins I see on ebay are mostly before the Castro era. My humbled opinion they should not follow under the same restrictions

Actually, it appears eBay has an issue with items coming from Cuba, and they'd rather play it safe than determine which are before or after the embargo took effect. http://pages.ebay.com/help/policies/embargo.html
Thanks for the tip, Rick. No wonder I have had a hard time finding Cuban silver coins on eBay. Does this mean a member here is on the No Fly List or something? Or has just been warned? I can't imagine a coin collector would meet the wrath of the government for just selling some coins.
All those coins were minted in Philadelphia, and notice the American Bank Note Co. On the bills as well.
