It's definitely post-mint damage and not a mint error, if that's what you're wondering. However, I can't say for sure exactly what happened there, to make Abe lose his face like that- whether by some deliberate tooling or freakish corrosion/pitting. 1994 Cents are Copper Plated Zinc I have found several as the one shown when Metal Detecting. Usually in sand near freshwater. As stated, the plating is exposed and the Zinc is affected and worn away.
