    I think he's referring to the texture. I see some that looks as if was spray painted. I think has something to do with heat exposure? Not my area not real sure.

    Looks to be a Misaligned Die strike on the Obverse. Slight Double Rim on the bottom and IGWT is fairly close to the top. It's Misaligned because the Reverse side is in it's normal positioning.
