Came across this many of times on a Reverse Washington

    Its raised, Its almost shaped as a leaf. But I'm sure it has nothing to do with it. Its always in that same location.

    not my picture below, I'm not that skilled to do this :)
    And the below is a 1993S so it's not the same year or die alignment, or even a clash, it's just showing what should be in that area if the dies hit each other. It's remnants of a die clash from washington's eye, specifically the bridge of his nose. At least that's what it looks like to me.

    It is definitely an eye clash. This area is the lowest of relief on the obverse, and the first to come into contact when the dies clash.
