I believe that any objective individual(s) reviewing my quote you've posted: "I personally haven't reviewed the case or followed the ramblings/posts of the individual" (referring to you) may conclude, regardless of your other faculties or capabilities, that you've diminished comprehensive and communication skills. I'd strongly recommend that you hire an English/diction tutor, and proof-reader prior to further public postings, as I believe you're endangering yourself. I hate to burst bubbles, but CAC is no more consistent than the services IMHO. I had a coin that failed unexpectedly, and I sent it back two weeks later and it stickered. There are also no shortage of coins that have green beaned in a grade lower only to green bean again when the coin upgrades or when the coin changes holders from one TPG to another coins can go from no sticker to sticker. I also find CAC's standards to be perplexing. A circulated Bust Half coin with a few faint hairlines that are not very noticeable is rejected, yet one with a very obvious deep scratch even after having been "toned over" but still very visible is given a green light. What gives? This is why I do not understand the CAC only crowd. Bottom line: I do think Heritage submitted your coins. CAC dropped the ball (hopefully the first time and not the second).
So I wasted my money sending them in for new cert numbers? You resubmitted yours and it passed the second time in the same holder??? Good to know!

They are tough with Bust coins, not sure why, maybe they are looking for no problem with eye appeal coins. Good luck with them getting the green bean and then if they make an offer it will be below Greysheet.
The following is from the transcripts report of the Federal RICO lawsuit involving PCI Et Al: "An 1892-CC Liberty Double Eagle, sold by PCA to Pereida for $12,500 and graded by PCI as MS62, was valued by Heritage at $2,600 and only AU, valued by Montgomery at $1700 because it was damaged and PCGS refused to grade it because of a noticeable scratch on the coin." I believe you'll find that statement cost the defendants an appreciable amount, as punitive damages were a 7 figure sum. I don't know about others, but at least 1 member of this forum knows I've a "scratched" coin certified by PCGS, as I'm reasonably certain others have. I suspect some may rue their opinion/decision/testimony in anticipated future litigation. JMHO
