Byzantine follis with large flan

Here's a coin from the reign just before, Maurice Tiberius, which I bought for the similar over-large flan. It also has evidence of an overstrike. I like @dougsmit's speculation that an older coin had the design hammered out and used as a flan. Mine at 36mm but only 7.8g, might even be an older half-follis hammered out.
