If the buyers part is done once he pays, and the sellers is done once he ships than I guess none of the rest of these possibilities have anything to do with the transaction: Item doesn't arrive or buyer claims it didn't, item arrives damaged,  Insurance claims need to be filed, item is not as described,  buyer tries to extort a partial refund, buyer wants to return item, seller needs to give refund, returned item doesn't arrive, seller refuses to give refund, seller wants to charge a restocking fee,  etc etc etc.  None of these things are part of the transaction????  NO, the transaction is not over with until both sides of the deal are satisfied.  Either the seller has been paid and the buyer has his item and is satisfied with it or the item has been returned and the buyer has his refund.  Once one of those two occurs THEN the transaction is over and feedback rating the transaction should be left.[/QUOTE]
