Yeah... I was so sad for him. So much was stolen from his small safe. In Singapore, the crime rate is low. And I find the contrast startling. One morning, I went down for breakfast and saw this sign posted by the NPC (Neighborhood Police Centres) in my area (Marina Bay). Apparently, someone broke into a parked car the previous evening and the police had put this up overnight, looking for leads. Another time, I saw a trash receptacle outside of a Starbucks (there's a million of them here) that had some smoke coming out of it (probably started from a cigarette). I heard sirens wailing and 2 fire engines pulled up.
America isn't Singapore. I've been to Singapore many times and it's very strict there and everyone there knows it. That's why crime rates are astronomical in America, no punishment. The first time I was in Singapore, I was with a friend of mine who was from New York. He tossed his spent cigarette butt on the deck and got a ticket equivalent to $100 USD. This was in the mid-90's. I'm sure it's a lot more now.
He could have appealed and automatically got it waived as a first offence. They're really lenient towards tourists. Few locals litter. It's become a way of life. And a good habit, i guess.
No guessing required. I'd take that over the rules over here (America) any day. I go to my local park and they've got 20 garbage cans strategically placed throughout the park and every morning there is trash laying everywhere on the ground. The culture in the US isn't what it used to be. It's tolerated by the local government and acceptable behavior by the majority of the public to just throw trash on the ground and let the city workers pick it up/earn their living.
Their job is to empty the trash cans, that is what they do to"earn their pay" not pick u p trash off the ground unless the can is overflowing.
