It was introduced on the eve of the celebration in 2008 of the 1969 coup which brought Gaddafi to power, <a href="http://www.xinhuanet.com/" target="_blank" class="externalLink ProxyLink" data-proxy-href="http://www.xinhuanet.com/" rel="nofollow">Xinhua</a> reported.</font></p><p><font face="Arial">The move was welcomed by Libyans.
