Take a closer look at the scrathes on the surface. If the coin were in such clear condition there would be mint luster but that is not luster. You can take any silver coin, acid clean it and simply reflow the surface through electroysis or some hacks I have seen tried to hot dip the coin. check the edges thats where they leave the telltale sign of this process. polishing would leave parrallel scratches.
