Blue eagle on 2004 $20 bill?

I got a recent 2004 $20 bill and I thought it was fake because the eagle on the left side was blue instead of black I did scratch test, counterfeit pen test and check for water mark everything was there and passed is it normal?

It's a neat note, not sure I would've caught it

 

I work with $20 bills often and I just noticed something's off I didn't realize it till minutes later that it was blue on the mark and numbers
