    Who approve it? They do look like clowns.

    BTW, I quite agree with the sentiment above in that the "tribute" coins of E8 are abyssmal in quality - hard to recommend a good one. You may do better with some of the medals of the time.

    I have one somewhere for Canada with a beaver on the reverse and found it listed with a handful of other designs in the Krause Unusual Coins book.
