Scratches on the jaw, collar, and shoulder, along with the scratch to the left of the dome on the Reverse make it MS-64 imo. Nice luster and nearly FS.
I think it's a 66, not FS. The scratches on the jaw seem to have to do with the planchet, and shouldn't impact the grade. However, the nick to the left of the dome will drop this to a 66, from what I think is otherwise a 67 coin.
First impression made me think this was on par with the prior coin; however, I bumped it down 0.5 points based on the hit to the left of the dome and the area in the field to the left of the chin (not sure what that is-luster break/graze?).....not full steps again ...so MS 66+ no FS
I am at MS65 5FS. The luster lioks blazing but the hit mentioned before on the reverse field and the scrape/luster break from his chin to the we on the obverse knocks it down.

66 and just squeaks into fs. It’s a close call for me 65+ To 66 and fs. I’ll say this one barely got the bump cause the luster so good
I think this one is a solid MS67. Stunning coin. I think it just misses FS under the third pillar though. 5-5-4-5.
