I also had read that Anastasius balanced the budget an left a healthy surplus in gold. Quite impressive! And the OP is right, Justinian spent all of the money on wars trying to reclaim the western provinces (led by Belisarius) and Hagia Sophia.

The semissis is an appealing denomination, and that is a lovely one! Nice writeup too. My only Anastasius has a bite out of it. (A scarce variety issued just before his death, Berk 11, allegedly only 2 recorded examples... which I doubt.)
