I'm sure there's a counterfeit/altered date out there somewhere. Now we/re getting into middle dates. I try to assist, but my knowledge and skills become more suspect as the nuances in attributing these are more difficult. Looks like N-8 with the 3 extra long dentils left of 8. Probably an early die state since the die chip above E isn't there or at least obvious.
There is a die break through middle of R. I couldn't see anything above E. Also, looks like what might be a die chip between TY. Also, the B is distorted from breaks through bottom.

Nice attribution. You have to use secondary attribution points at times. Oops! I forgot to look at S-84. It matches the characteristics I used to pick 86 over 85, but I forgot to look at the other 2 alternatives for Obverse 3. A rookie mistake. Look at the ribbon spread and fraction bar location. The 84 has slightly wider ribbons and the fraction bar is beneath the bend of the right ribbon.
