At what point is a lamination chip an error as opposed to mint damage?

I decided to ask for "dollar rolls" at the bank, and ended up with three rolls of small dollars. Among the three was one roll of Gem 1979-s SBAs, one roll of mixed BU 1979 SBAs, and one mixed "brass" and SBA. In the second roll, I found one coin with a lamination peel and one with a spot of copper.

Now, given the coins are basically quarter sized, I'm pretty sure the errors are considered damage instead of a major error. They're about 0.3mm across. That said, the lamination peel is near the bottom of the devices, so you can actually see it's floating above the surface of the coin.

I have to wait until a better lit day.
Yeah... I had to use my loupe to see it. It might be a bit bigger than 0.3, but it looks like half a mm.
