I don't know the intricacies, but my point is this. Let's say they mint 2 million 2018-P NIFC halves, and only 1 million sell. If the extra million 2018 NIFC are minted, and they are bagged and sent to the Fed and put into circulation, they were still not intended for that purpose. They were Not Intended For Circulation (NIFC) - even if many ultimately end up in circulation.
I am not backing any of this with numbers or research - just pointing out the intent. Which is for collectors. Not circulation.

You are entitled to your opinion. But it doesn't matter.

If the mint calls them circulation and books the costs and seignorage to circulation accounts, they're circulation coins.

If the mint calls them numismatic and books the costs and seignorage to numismatic accounts, they're NIFC.

But the mint doesn't publicly provide that information.

So if "1970, 1987, 2002-2020" is not the answer, then what is?

Ask the mint for the records under FOIA.

NIFC or not really matters not that much. I enjoy collecting the series, and it is good to see that in recent years they are also being struck to serve their purpose in commerce. I do not use cash nor go to the bank so I do not run into these nor any other denomination.
