Are some of these **cameo** proof coins?

    Or were all sets in the 70's like this?

    By the late 1970s most coins were cameo or deep cameo. The technology at the US Mint was improving and it was no longer like the sets of the 60s and earlier where cameos weren't the norm.

    The new and improved technology is also where the fog started to show more. I would rather not have the cameo look.

    From 1973 on all Proof Sets had cameo coins. Before 1973, only a few did.

    Agreed, I love the full mirroring of earlier proofs.

    cameo contrast must be present on both sides. Perhaps some are, some aren't it's hard to say the way the pictures are which reverses belong to which coins.
