It's just an Over-polished Die issue. We have seen a few threads on Floating Roofs recently. All asking the same question. There are probably thousands of them in circulation. For 1969 and 1970's.
You might notice that people try to sell them on sites such as Etsy or Ebay for high premiums. Sometimes hundreds of dollars. Ignore those listings. They are totally inaccurate. Those are devious sellers trying to make money from ignorant buyers

I've come across many over-polished pennies and although they aren't worth anything, I keep them as a novelty.
Baranauskas came to mind, a rather common one, but Barakauskas could be another. There are no Lithuanian surnames existing after WWII starting with Baranak.
