I like the idea of glitter along with a note that thanks them for the phony money order. Cheap way to get back with a 55 cent stamp. Done and over. Reporting to police is the right thing to do but also dangerous these days. And it may tie up a lot more of your time. If it's in state you might be required to appear in court so the perp can face their accuser. If out of state I would not trust a district attorney not keep your personal info from them. Be safe my friend.

Local police won't do anything, Postal Police however would. Anything through the mail is a federal felony
It will only cost you a stamp and a little time but I would return the money order to him with a small note that says you only accept USPS money orders. Of course he committed fraud and he used the postal service to do so. The fact that he mailed the money order to you is a crime in itself. I believe you 100% but in the eyes of the law, what proof do you really have and are you willing to jump through all the hoops that a legal process would take? The last thing you want to do is commit some type of fraud yourself. That is why I'd return his payment.
The cops of whatever ilk you care to invoke won't do squat. They have bigger fish to fry. Either ignore it or send him a photocopy of the coin.
If he sent you the money order via the USPS wouldn't that be a Federal crime? Mail fraud? Tell him you're notifying the USPS Police unit. Maybe that will put some fear into him. I wouldn't send him anything via the USPS as you may be committing the same crime if you send him something other than the real item. I
I would just say that this money order came back fraudulent, so I can't send any coins. But that I will be handing it over to the police, with any information I have. You will never hear from them again.
Don't send it back through the mail! One he will have it to use on someone else who might not notice and 2 you might be guilty of the same thing he is ...sending a fraudulent MO through the mail.
Turn it over to the postal inspectors to handle. Then just go about your business. if he contacts you again about the coin just tell them " I told you I would send it to you once the MO clears my account and it hasn't cleared yet."

Lol, Randy, I do almost the same thing when I answer these calls! Mine is, “FBI Field Office, how may I direct your call?” They don’t know what to say, they’re so stupid!
After reflection, I think I'll file a complaint with the USPIS as suggested by @TopcatCoin, and contact NCIC with the information. Those are less fun than I wanted to have, but should limit how much future damage this guy can inflict.
