It was to preserve the history of the moment. You don't need an MS-65 coin to do that, especially when you are putting it in a box which would not be able to protect them completely from the elements. Knowing that, the folks who cleaned them were probably thinking the same thing...not trying to preserve the numismatic value but remove corrosion so someone who un-buried it in the future would know what it was.
