Anyone know....

Well when I get this coin, I will do some heavy examining on it, and hopefully it checks out. I may even consider getting this, along with another coin I have authenticated by NGC. A bit confused at the process at the moment for submitting coins through their service. Do you have to be a paid, yearly member to submit coins or can a free member of the NGC like myself, submit? Any one know?
