There is no reason to believe it was made at a later time. Whitehead and Hoag were known to make a number of different politically themed items. There are a few on ebay. Don't know who the designer is, as I can't "read" what I am interpreting as his initials (the combination letter design to the left of the "The W & H Co."). Here's one being offered.
