Which is the scarcer of the 2 (the one or the 3 dot version)? Also, was there ever a 2 dot version? Any idea what these signified (ie; the 3 dot version was issued at a later date)?

 

I'm not sure but both varieties are out there. I actually emailed someone about it...can't remember who it was...but it a took them a while to get back to me. Once they did they explained who & how they came to the conclusion it was from Nebraska. I also currently see a 1 dot variety listed at thetokenstore.com.
