Yes to both. First one is a fairly recent basement slabber using generic shells. SGS (Star Grading Service) first showed up around 2002 and they were in operation until just a few years ago when they were all arrested for fencing stolen property. (Their primary business was as a pawn shop) SGS used three different varieties over the years and were notorious for calling most anything MS-70. It is difficult to find any SGS slabbed coin graded lower than MS-68. And even the 68's aren't common.
