My guess is somehow one of the cents got loose out of the mylar flip and got caught (What I see on the reverse of the envelope)</p><p><br /></p><p>I am not very high in cash, so $23 is actually quite a bit to me. Does the PO do reimbursement? Or have a Lost&amp;Found program? I know it would be a federal offense for a postal worker to pocket this and walk out, but I do know this kind of stuff happens.</p><p><br /></p><p><br /></p><p>To avert this in the future, I am going to open a paypal account (though I don&#039;t believe in banking) and not send cash in the mail.
