That is what is referred to as Graffiti.. Damaged beyond repair IMHO https://www.pcgs.com/grades/#modal
If you don't want to keep it, get whatever you can for it on eBay - somebody might pay too much for a 187 year old numismatic relic - take the $$ and look for a better, problem free coin
The only thing I know of that will do it is a time machine. I haven't found one, but H.G. Wells wrote about it, and I'm pretty sure it's just the thing. You can have the original luster restored too!
In ancient coins there is a process called "smoothing" where they shave the surface to smoothness. Don't think it would work here.
Any jewelry engraver should be able to help you out if you are serious about it. Just to be clear they will be removing material and then polishing it, but to each their own.
Yes, the graffiti can be smoothed off and the coin then polished and retoned. It is still going to be a problem coin, though. Probably not worth the effort for the return.
Maybe someone could smooth the fields with a laser, but that would probably cost more than the coin is worth, and it would still be a damaged coin.
Thanks to all ,I think I am going to leave it as is but when the time comes it will a good price. Here is the reverse
