It looks like PMD, but it was found in a new roll of quarters. Could have happened post strike, but still at the mint.
Possible, defective planchet, or something hit that area and broke it off, before it went through upset mill or reeding phase. Just my observation.
Is it possible that some metal fragment got between the die and the planchet, and fell out after the strike?
The whole affected area look to be raised above the coin, correct? Or is there an area that is indented in an arch?
It has field details with in the area. I was thinking possible retained cud and that area only looks indented.
