Too late to add this in an edit, but I finally realised that "HIERVSA" is just Jerusalem for a claim (I assume) to the defunct Kingdom of Jerusalem. So the Naples arms of this era are a combination of the arms for the Kingdom of Sicily and the Kingdom of Jerusalem. I can't find a cleaner image on a coin, but this version of the combined arms seem to show up mostly on larger Neapolitan coppers from the 1600s. Sicily: Jerusalem
Row 1, #4: Russia, 1 Kopeck, Pavel I, 1797-1801 (maybe 1800) ~26 mm (irregular), 9.15 g. I'm pretty sure about the monogram matching Pavel I, but I can't read the date on the reverse clearly. I think getting the light just right the first two digits are 18xx, and the last one looks round, so maybe 1800.
Row 3, #3: Naples, Felipe II, 3 Cavalli 1568-1599 Reverse has a Jersulam Cross with "IN" of "IN.HOC.SIGNO.VINCES" at 7:00 Ob: Very worn bearded face. Date and mint marks not readable. Also, for Row 4, #2, please see this thread for ID. (Neapolitan Republic, 1648)
Row 2, #3: Naples, 9 Cavalli, Philip IV, 1626-30 Copper, ~27 mm (irregular), 6.06 g Ob: Armored bust, "PHILIPPVS IIII DG R X MC" Rev: Castle with 3 towers dividing date, "FIDEI. CATHOLICE. CVLTOR" I can make out the 16 to the left of the castle, but not the rest of the date or the rim lettering. Philip IIII of Spain was also Philip III of Portugal. The image linked on Numista shows the castle a little better, but other side is even worse than mine.
