I wanna say MS65, but I’m concerned about that big white spot at the back of the neck at the hairline. If that spot is on the holder, I say MS65, if it is on the coin I think it drops it all the way to MS64.

MS 65 (Maybe it's the lighting or my eyes but it looks like it was polished).

The spot is a glare from the holder.

Had a hard time getting picture without glare from my phone.

Thanks for the feedback folks. Your guesses are right around my thoughts also. I bought the coin off of eBay and was totally surprised by the condition for a MS62. At what point do you have a legitimate gripe with @NGC about a grade? I believe this coin should grade at minimum MS64. I feel this is not one of those hope for a grade bump coins rather a total screw up and a customer service issue. Or am I just wasting time?

Typically, when you see this grade on a clean untoned coin, it represents a net grade for impaired luster due to overdipping.
