Nowadays you are correct but in the early days of grading services it was more common. At one point there were only three "common" grades: 60/63/65 and 67 being rarer since the coin needed to be almost "perfect". Over the years, the rest of the grades started to be used more.
Well the time has come. If I was a dealer my tell in buying a coin is usually the holder that it is in. Most dealers recognize that. The coin is in an ANA holder TS abv. In the shop I was seeing all the wild die polishing lines, they were everywhere some looking like minor die cracks. Said oh wow that is a cool coin! Looked at the PL designation and then 61. I thought about it and gave it back to the dealer. I didn't know what I was holding. Gave it back, the dealer said if it's still here I will be taking it to the coin show next month are you going? He knows that I live on the other side of the Metro. Says if it's still here I will make you a deal at the show said cool! Looked all over the shop nearly all the coins he had. Nothing I wanted that I thought was a good deal or wanted he wasn't far off on the price of this one, a little higher than the sweet spot threw me a price on it, I said sold. This is a top 100 Morgan they call it a "crazy lips" both Liberty and the Eagle have them. As far as the PL goes it is borderline IMO, then you look a little deeper and notice the die polishing, and some frosty devices you say, the grade fits the coin. Plus, it is another addition to the ANA soap box collection.
Whilst I didn't vote on this one, I nailed it... aside from the proof-like part. It looks similar to my 1894-S Morgan, with all the chatter and bag marks and whatnot. If I ever decide to start grading my Morgans, I'm in for an expensive time. Still waiting to hear from John B. as to if I have a discovery VAM but I think it's still in shipment lol! Over a week to go from Philly to Chicago, more or less. Edit: He received it today!!
We'll just put it Ed was quite the character back in the day. Waited till the end and said yep, that is what I said to myself. He lived off a yacht, Mediterranean shores, well somewhere in the world, said he was building a grading company that would put PCGS to shame.
I wish that were me, brother! As long as that includes my family, too, naturally... but alas, I'm stuck here in the Philly burbs being a land-lover and counting every day as a blessing. Hopefully Ed is doing well, though! He sounds like a fun dude!
You guys are from Philly? My next door neighbor is from the burbs there. He just had several of us on the block over, christened his new outdoor pit rotissere with a big standing rib roast. He's got an arsenal of guns that would make the ATF blush. His buddies back home play with a bona fide military tank during 4th of July and shoot junk cars in a pasture.
That guy made a place in every member her for a while. Good or Bad He never put in his bid until the game was over.

Wow, I was just coming to Page 2 to post my reply, and say "MS61", then I see the reveal and realize I nailed it before I could even post! I blew it on the PL, though. I did consider that possible, but decided this one was a "just missed PL" example. I agree with the grade. And despite all that chitter-chatter, it's a nice coin.
