Annealing issue, die crack or plain ol’ PMD?

This ‘99D had a slight “ripple-like” effect on the obverse, from the 3 to 4pm position. Was wondering if just PMD or if it might possibly be an annealing issue. With the naked eye and at the right angle, it almost looks like a silky sand dune mound after a wind storm. While taking pics so I could post for opinions, I saw a few things on the reverse that I’m not sure about. My first thought was a die crack, but it runs along several straight lines of the images. Then I wondered if it was an annealing issue because it looks as if I could just peel the image right up. I can’t seem to get a good pic of the obverse...it really is shinier in person. Again, thanks for all of the help!
