    Looks like occluded gas, but better to get input from the error specialists.

    Doesn't this happen if the coin has been in a fire? I think I've seen that before.

    Stop me if I am wrong, but I don't think clad/sandwich coins get annealed.

    I think they do, I believe that is part of how after strike partial missing clads form.

    The annealing process is actually to soften the planchet, for striking .

    PSD - Post Strike Damage
    The damage on your Quarter occurred because of intense heat applied to it. The annealing process is not hot enough to cause it.

    Partial missing clad is what it is... missing. Just an area on the sheet that was punched for blank planchets that was not completely Claded. Probably at the edge or the end of the sheet.
