Nero was my second guess.

 

The correct answer has been given but only if we allow frequent guessing.


I should have used the reverse image personification of the Senate but that would have been really unfair. The legends are a lot easier to read if you follow along with the link below. I like coins that run out of room and start around again as TON here.

Not Caracalla but I can see why you guessed that. This guy never achieved the laurel wreath.

 

It does look like a swim cap! Not Phelps, this guy had way more gold.
