Hello, welcome to the forum! Almost mint condition! Wow! That is AMAZING for a 1700 year old coin! In fact too amazing :( It means that I doubt the coins authenticity. If you were to post good quality close-up photos in the "ancient coins forum" then you would be likely to get a pretty good estimate of its value as well as confirmation or correction of your identification of the coin. It is also likely that those guys could answer the authenticity question with a lot more accuracy than I can, too. Actually it says it is scarce, there is a big difference. I believe that it stands for Roman Imperial Coinage, but I could be wrong. The fact that you need to ask the question means that you are not qualified to do it in a manner that wouldn't harm the coin. Please don't take offense to that statement, I am not qualified to either. If you decide to have it cleaned find an expert to properly conserve the coin for you, otherwise leave it as is. Basically, if it is valuable enough to be worthy of cleaning, then it is valuable enough to pay a proffessional to do it properly. No problem and good luck!
