    It's still crappy business practices. you throw out a number like 10% of what you bought in total last year, you have no idea what your total sales to ABPP will be. Why wouldn't you set a KNOWN cap like 10,000 ea for the 18 dealers (180,000) which would be about half the total mintage. so then you would know that you have enough to cover allotments, AND some left to sell to others, rather then to just cancel the allotment orders when you have oversold. OR Stop the allotments 2 weeks before the sale, figure out that known number, then offer the dealers a set amount leaving enough sell on the day of sale.
