Well, the book was printed in 1981, so that token would have been made before that. For what it is worth, the items are listed in chronological order, and the token listing before yours noted that the issue year was 1959, and the listing after was made in 1967, so based upon that, I would say your token was likely made sometime in the 60s. Other medals in that same section were struck in a variety of places - mostly in Germany, but also in Italy and Venezuela, so I can not be sure of its origin.
