Graded by PCGS as a MS-62 D over S 2nd Strike and 75% off center. It’s a 1973-D over S and in hand it shows nicely. Just difficult to capture on my cell phone. A nice error and it all shows on the coin. A true mint error.
The next to last photo is the best I can get of the over mark.

Cool, I've always like those multiple strike coins that aren't smooshed.

Bummer about the sticky crud on the back of the slab.

The D/S designation does not mean D Over S, it means Double Strike. Just for the record the OC means Off Center.

    First:
    It is a 1972

    second: not a D over S.
    D/S means double strike

If a D over S it would be in the first line [title] of the insert

Very nice coin. I've always wanted a Double Strike with 2 dates on it like that.

Sure is but at least it’s not on the front.
